What plants survive well with little water in Vila Real?

A small valley with a few olives, fruit trees and cacti - we'd like to make it into a garden, but need advice on planting etc.
We won't be able to water all year round unless we create an irrigation system on a timer or get a gardener.
Advice on all these things appreciated.
