I don't know anyone who uses portable aircon units.

You could try the aircon place in the industrial estate beside VRSA train station.

Worten in the shopping centre in Tavira (as does Leroy Merlin in Loulé) sells them with prices between €150 - €400. If you don't have transport, I imagine they can arrange delivery to your place.
