Who can rematriculate my Spanish car?

Rematriculation of vehicles - one of the many negatives about Portuguese life - along with incompetent auctioneers and expensive golf!

I have a 22 year-old BMW in perfect working order. Passes the MOT/NCT in Portugal every year without any problem, but it's German registered. To matriculate it would cost me about €5,000 but despite its perfect condition its market value is, maybe, €500!

I'd happily pay €5000, my problem is I don't know WHO to pay. Any suggestions regarding a possible agency who can do the hideously complex paperwork? 

I'm in Lagos and know where to go here to do this process. I'm guessing it's an agency appointed by the local authority and there should be one on every town or city.

If you ask in the local authority or any garage or tourist office or police station  they should be able to help you.
