He would like to make friends - hook up with local community around River Arade for hints and tips, regarding keeping a boat, making friends and assistance settling into the local community. He has accommodation - it’s friends that he needs.

Your brother can certainly stop at the Moonlight bar in Portimão any Tuesday evening. There’s an expat get-together there every week year-round. Lots of people to meet and connect with.
