EDP Electric Overcharging

My friend is a widow& lives in a 1 bed finca.For the last 3 years EDP have been charging her between 280 to 500 euros per month.We complained about her bills so they sent a engineer.The supply had been installed on 25kw cable so he reduced it to 15kw.He said her bills should be no more than 40 euros per month.They charge her at 17.25 KVA.This I think should be around 4.25KVA.She has fridge.freezer.hot water boiler.aircon& cisterna pump.How can we get a refund.Who can help please.
