Can anyone please tell me of the relatively recent change in regulations which seem to insist that, to buy property in Portugal in populated areas, like Lagos, you must firstly be a Portuguese citizen?
I am unaware of any changes other than to the Golden Visa program which excludes parts of the Algarve and Lisbon. Any nationality can buy but you will need to get a fiscal number (NIF) and open a bank account.

Many thanks. I'm concluding that I can buy in most parts of Portugal, except parts of the Algarve and Lisbon - and all I'll need is a fiscal number and a bank account.

If you are purchasing as part of the Golden Visa program then yes.

Sorry to labour this question but am I correct in presuming that I can buy anywhere in Portugal, except Lisbon and populated parts of the Algarve, without a Golden Visa?

You can buy anywhere in Portugal if you are not applying for a Golden Visa - no restrictions but you need a Fiscal number and bank account. Do not confuse the two - all information available if you look for it.

Many thanks. In my experience all Portuguese banks charge fees - even for savings accounts with ATM cards. Is this correct?
