Town with expats and amenities

Hello, I am considering moving to the Algarve and I would appreciate any advice on area with a large expat community as I don’t know anyone and don’t speak Portuguese (yet) and I don’t want to feel isolated. Ideally a town near the beach with day to day amenities (decent grocery stores) etc. From research I see Carvoeiro and Portomao seem interesting?
How long are the winters and does is it very windy there for long periods?
Kindly provide any information you can that could assist me.
