Is there a form to obtain refund for overpayment of IMT on foreign car

Need to obtain refund of overpayment of IMT at local tax office in silves.Have proof of ownership of imported car..bought second hand but now new law says can claim refund.I have proof of payment for the last four years just need the appropriate form  Thank you any help appreciated... New  car tax not due till December.
